«Прямоугольное полотнище с отношением ширины к длине 2:3, состоящей из двух горизонтальных полос: верхнее красного цвета, шириной 1/4 ширины полотнища, и нижней — зелёного цвета; в центре красной полосы — кедровая шишка с веточками жёлтого цвета, в центре зелёной полосы — ключ жёлтого цвета, расположенный вертикально ушком вниз, по сторонам от которых — два стоящих на задних лапах и обращённых к ключу медведя жёлтого цвета с глазами белого цвета».
